Not sure how gun laws work but extensive firearms training should be mandatory before being allowed to own a firearm. You cannot drive a car without passing a skills test , the same should be done with firearms. Even then I already think people do not go through enough driving training to acquire a drivers license, firearms training should be extensive and somehow show the trainee what it feels like to take a life, not sure how that would be done though.
