the guy who isn't doing cardio will burn more fat because he is at the bigger deficit.
But what you're ignoring is the fact that cardio burns calories and can help get to the decifit.
I'm not saying that cardio is the only way (or even the most effective way) to burn calories, but it burns calories, and hence is not useless to fat loss.
