It depends on your clvl and the ammy's ilvl

I don't know about +2 to a tree but +2 class skills requires the resulting ammy to be ilvl 90, which means you have to be pretty high level to craft one.

crafting is based on your charcaters lvl?
i always thought it was based on the items you used to craft

my bot used to save high lvl magic ammys to craft with when it was set to craft so i always assumed it was based on the ilvl of the ammy
but it would make sense it cant roll if your character lvl is too low like gambling... hmm

found a tal ammy, andy/meph runs go so fast now getting a tal armor or occulus would shave maybe 1-2 seconds tops. gonna have to do school work next few days but hoping for final MFing binge this weekend.

clvl + ilvl / 2 (round down) = resulting ammy's ilvl

If you're gambling the amulets you are crafting, you want to be at least level 93. When you gamble, the ilvl will be -4 to +5 your clvl, so the gambled ammy would be 88-98

88 + 93 = 90.5 round down = 90

90 minimum ilvl to have a chance at +2 class skills

for rerolling it's only ilvl, but for crafting what you get is a mix of ilvl and clvl. so you want to only craft items that drop in high level areas (ilvl85+) as well as leveling your character as high as possible to make sure you get the best rolls. 93 is the sweet spot to get +2 character skills rolls from most items that drop in 85+ areas without spending years in baals.
