I usually favor the player with size when it is a toss up. You see Finland with gold and Kappo playing a large role combined with the fact he is more NHL ready makes him a #1 for me.
IMO the number 2 pick has less pressure. A lot of teams have too much depth at center (or visa versa) so taking a winger may be more appealing as well. You could argue for either of them based on positional need and the goals for the team. Kappo will probably make an impact sooner but Hughes probably has the higher offensive potential.
Watching Quinn Hughes for a brief period was impressive in Vancouver. Very small but protects the puck well, great lateral skating, and shifty as hell. From what I have seen Jack has similar qualities. I think he would bring a level of excitement to a team, so there is more marketability there as well.
I just think a player with more size could pan out to be a better 5v5 player, which is more important than a guy who will crush it on special teams.
I would have to see more live play off both of them to make a more accurate judgement but based on what I have read/seen I would go with Kappo by a slim margin.
