More to do with offenses being far more advanced and players being a lot more skilled.

The court is MUCH bigger now. It's a space and pace game. Long gone are the days of bigs just camping in the paint defensively all game long.

those are the major culprits, but there's been probably near a dozen significant rule changes over the last 20 years that all contribute largely to the higher scoring seasons

no question offensive players have honed their repertoires but defensive players should be getting just as much better, though rule changes rarely ever favour a defensive player (a le NFL too)

from a marketing standpoint, the league wants more casual fans and to touch more demographics. higher scoring games typically builds hype and ratings. a dynasty like the 90s/00s spurs were hardly ever talked about because they were boring, relying on stellar defense usually
