Also, Simmons was still on his rookie deal at the time. The sixers absolutely could have re-signed both, and the owner Josh Harris publicly stated numerous times that he wanted both of them back. It would have been tight and limited their ability to add much around them, but they could have done it.

According to Chris Haynes of Yahoo Sports, Philadelphia was "prepared" to offer Butler a max contract extension at the end of the 2018-19 campaign as long as he didn't take any other visits to potential landing spots.
The team demanded this even though "Butler was lukewarm on re-signing with Philly last offseason and the organization was aware."
Alas, Haynes reported Butler did not agree to such a condition and eventually landed on the Miami Heat as part of a four-team trade.

Head coach Brett Brown apparently was not a fan of Butler's outspokenness, while "Ben Simmons once took issue with a text message Butler sent in a team group chat that instructed Simmons what not to do in an upcoming game against Brooklyn."
At the end of the day, they stuck with Simmons who was coming off an All-Star season at 20-21 years old after having drafted him #1 just a couple of years earlier. He had all the potential in the world at that point and nobody in their right mind would have dumped their 21 year old All-Star #1 pick for an aging Butler with a bad reputation for being a team cancer. Hindsight is 20/20, but they made the move that made the most sense at the time and nobody can really disagree with that.
