What does that mean. Hayward had a player option, he declined it and opted out. Why doesn’t he just get to leave and sign wherever he wants?

cap hold is to prevent teams from using their cap before re-signing their bird rights

He can go anywhere that has cap space, but Indy has none

So if he wanted to go to Atlanta, assuming they had the cap space for him, they could get him without trading with Boston? Is that correct

Yes. He is an UFA but the Celtics can re-sign him since they are holding his cap. That prevents them from signing anyone on the market. Not sure if it applies towards exceptions though.
