Yes you find stronger and rarer pokemon at higher levels.

Nice. Just evolved my 2nd eevee and got another jolteon. Now my 5 top pokemon consist of jolteons and pidgeots lol

Someone posted a few pages back that you could pick which it evolves to by it's skill set or something.
I have no idea though cuz I don't play.

Yeah that's apparently 50/50 if it happens or not. All the rest of my eevees have body slam, which means they should turn into jolteon. i didn't check what my first eevee's second move was though.

Tips for a beginner?

if you want to gain level fast just visit and stay at high traffic areas
more chars and pokestops around

If you are going to drive and play, take no longer than a second when looking at your phone. The key is to rapidly look back and forth from the phone to the road to prevent accidents.

What CP was the eevee then what was it after you evolved?
323 worth evolving or wait for better?
Also just found 325 charmander :).
