You had to take an overpaid player in return in Danny Green at 16 million ( Philly Re signed him at an 'OK' 10 million )
And give up a first round pick - and some prospects
So you didn't just "get rid of him" - you paid OKC to take him
It was always going to cost the Sixers some additional assets to unload Horford's contract, and a future
protected first-round pick and a second-rounder isn't too steep of a price to pay to do so. The Sixers were applauded for that move big time, it was a great one as Morey cleaned up the previous managements mistakes.
Getting Danny Green in return was a benefit, he was a great (and much needed) pickup last season. A veteran 3&D guy who shot 40% from 3pt something they neeeded badly. He's not as good anymore after re-signing but was still an asset and is still an above average 3pt shooter. We gladly took Danny Green in place of Horford lol.

You will have to pay something to get someone to take Tobias
Yeah, but Tyrese Maxey? lol wut
They wouldn't trade Maxey unless it brought in a star caliber player. He's not going anywhere unless they're trading for a big established name.
