the cops could be better trained... but at the same time they did the right thing by trying to subdue him first. it is extremely difficult to subdue somebody, usually it takes at least 3 people. it was their last ditch effort to shoot him (a violent criminal with a record of assaulting police even) who is ignoring their orders and potentially going for a weapon/getting into his car to flee and then do who knows what

Extrajudicial murdering by police happens in a lot of countries. Go visit the Phillipines or Mexico or literally anywhere in South America if you think it's so corrupt here. Cartels pay for and direct the police in a number of countries, it's also way worse in Russia with the mob influence

Third, cops do need to use force to detain dangerous criminals that flee from arrest. Don't fight cops or try to flee from cops, that's pretty common sense.
