He tagged ewok because technically by the black and white rules he could have been. It was a gray area. It was voted on and reversed because it was agreed this was the right thing to do. This is why it works because if anything IS done that shouldn't be, it's able to be voted on and changed.

I agree here. First secure and isolate the user to prevent further welching then ask whether it's a good decision or not. However, I also agree that Ewok did nothing wrong in the first place and shouldn't been welcher tagged not even for a minute.
