They had four top picks over four years. #3, #3, #1, #1. Half of them (2/4) turned out to be All-Stars (Simmons and Embiid) and the other two busts (Okafor and Fultz).
Otherwise, they had a few draft picks that were 10th or higher.
I'd say it turned out just fine. The draft is a coin toss and like Hinkie said in his resignation letter....the goal is to get as many top picks as possible because it's a crap shoot and you're going to miss on some. All it took was hitting on a few to completely turn the franchise around though.
Keep in mind that Fultz trade and pick was a Colangelo move, and Colangelo was a total disaster GM forced on the team by the NBA. In fact, Colangelo apparently overruled front office execs to draft Fultz #1:
