You don't seem to have an understanding of what tampering is. A player telling certain teams he doesn't want to play there isn't tampering lol. That's literally standard business and happens every draft in every professional sports league.
It's a business and these teams will trade a player in a heartbeat with no loyalty. The players have the right to say where they want to play. Whether or not teams listen is a different story, but players can voice their opinions and use leverage to avoid certain cities. It's business.
