i have an upgraded rat thing with hyper beam 120 damage and the guy says it's a worthless pokemon

dmg on moves is static across all pokemon

so it's weak for one with hyper beam, but isn't hyper beam better than some 35 damage attack?

i've never battled before lol

The appraisal is based on IV, not movesets. You want to make sure your pokemon has the optimal moveset manually to see if it's even worth keeping, and then determine the IV with the appraisal and online calculators.

And moves always do the same base damage.
