We are, and 95% of the time the government already knows how much people owe in taxes or are due in refunds, but lobbyists for TurboTax, H&R Block, etc. pay our politicians to keep requiring people to file taxes.

You are at most jobs, but you can set how much you get taxed. Sometime you have too little taken out and owe at the end of the year, and sometimes you have too much taken out and get a refund. If you make a lot of money you'll owe either way because your tax bracket will be higher and Uncle Sam will rape your income. Either way, you have to file your taxes and then the IRS confirms the information is accurate based on what your employer also submitted. If it's wrong you'll be asked to revise and sometimes they will audit you which is a total pain in the ass (though less common for the low level peasants, they mainly go after the rich boiis).

This isn’t true at all. When he actually does file those returns, the SoL resets. Then can get him at any time for failure to file, which in essence will make him have to file, thus resetting the SoL.

He’s an absolute moron for not filing if he had a requirement. Going to bite him big time. As soon as he files his next return, he’s going to get a nasty gram from the irs
