Incense just effects you (you are the only one that gets the pokemon that spawn) I usually get 6 or 7 spawn
Lure is better because everyone in the area see the pokemon that spawn from it.
So if you find a cluster of pokestops, its a good idea to lure them all (get others to share lures) then you get multiple pokemon to spawn at once.

There's a spot in my town where I can sit in range of 3 stops. They all get lured at once and its good shit.
