If yourequired low level it's better to keep them all then evolve when you got enough candy for 600xp each or 1200 with lucky egg

youre supposed to. transfer them all until level 9 and you get the lucky egg. then keep only enough of each pokemon to evolve them all once. you will get 1200 each with the egg instead of 600 and level super fast

You don't absolutely need it but if you want to maximize what you get out the Lucky Eggs then yeah.

If you have plenty of Eggs then no need to be perfect.
