What is the stardust? What does it do?

It's what you use to power up a Pokemon, that and some candy.

That's my lineup so far. I could get a few to 18k with stardust but i'm just waiting for that 1 that will forever change my life.

I just started playing a few days ago & am a level 7 noob. So I should be hoarding all my star dust until I reach a higher level ? What about the candies ? Should I be evolving Pokemon as I accumulate enough candies ?
