Drove 10 minutes to campus and then walked 5-10 minutes to where there is a triangle of lures always going and as soon as I got there, the servers went down. Stayed for over an hour and they didn't come back up.

uh... yeah. If you're standing right next to her, you should see the same pokemon at close to the same time. (Unless she is using an incense)

Yes, you have to have it open. You'll need to have it open for steps to count when you're trying to hatch an egg too
