The latter of your statement has been true for the past (Kawhi, PG) but this is obviously a case of Pelicans not wanting to deal him to LA or making a point that he doesn’t control where he’s going to go right now. Maybe they feel some type of way about him asking for a trade or maybe they feel some type of way about his agent and his association with Lebron.

Then their statement will cost their franchise severely. Like it or not, this is a superstar league and they do have this kind of power. Players put up their end of the bargain by performing at a top level, when franchises don't return the favor they shouldn't be surprised when this happens. If Davis really wants to be on the Lakers, it's only a matter of time no matter how the Pelicans play this, he's getting what he wants in the end. The Pelicans blew their chance at keeping their HoF talent and they're lucky he gave them a heads up. They're trying to come out as winners of this and it's not going to happen, this is as close as they're gonna get and they're on verge of fucking up yet again.
