So is max pay out on a parlay 5k or if you bet a parlay at 1000 and the pay out is over 5k are our paying the full amount or just up to 5k?

Max you can wager is 1k on a parlay, and max payout is 5k

So if it could have hit 6.5k payout, Terps only pays the first 5k of it

If max pay out is only 5k. Then you can't risk 1k on every parlay if the pay out is only up to 5k.

Yeah if you're doing a 4 leg parlay I'd use the calculator and see what amount you need to wager to hit 5k. But any 2 line parlay (barring a underdog ml parlay) won't equal 5k

Yeah but if someones odds is +1000 on there parlay and they say max. You just can't take an extra free 500fg and say you can bet up to a 1000 on a parlay. If your only paying half of it. That sounds scammish...
