if you take the definition that the term "racism" is rooted in power and therefore an oppressed group cannot be racist toward a privileged group, then people of color cannot be racist toward white people, sure.
However, this is totally a straw man argument often used to deflect the conversation away from holding people of color accountable for prejudiced attitudes and behaviors. Prejudicial attitudes and behaviors are no more acceptable than racist attitudes and behaviors.
And ultimately the term racist is colloquially understood to mean prejudiced behavior based upon race.
Also, family-guy is exhibiting prejudiced behavior toward JB, a black man, so the term racist is still relevant to the conversation either way.
