Some places are t storm hot spots

I just wanted to know if the game simulated your local weather also.
Like in some games the weather can change during live time.

There is a rumor you can find ghost and electric pokemon during thunderstorms but I tried the other night and didnt find shit besides pidgeys.

So what do you guys think, I have been saving up bulbasaurs, charmanders, and squirtles I have about enough candy to evolve them each to the tier 2 but should I just save the candies and wait to find the tier 2 and catch it then have those candies to go towards the big bois?

You've caught how ever many of each of those but not encountered a tier 2?

I have found a wartortle but its pretty low cp compared to what I would get if I grinded up the tier 1s.

Will a 368 squirtle turn into a beast ? Or should I wait for a higher cp to evolve
