For example I have a 350 cp raticate and his bar is almost full

If I was 20 would he have more potential?

Each level you gain raises the potential max CP by a certain % so even tho the bar might be full at your level, once you level up the cap should be raised.

Idk because the cp pokemon you find gets higher as you level but I never see any high enough pidgeys to get anywhere near my vaporeons and flarions,

No. You can find two of the same Pokémon with different CP cap.

Do you even still keep catching pidgeys or other pokemon that you already have their whole evolutionary tree in your pokedex? I can't decide if it's worth it.
