No. He asked him a question regarding if something was enough and the response was more. The situation is unclear, not a clear agreed deal and confirmation.
He should ask him to clarify.
The fact that sometimes there will be tough calls if you strain your mind to find the most ridiculous of scenarios is not a good enough reason to keep stupid rules.
Simplicity for list runners is not always what is best.

"they should look at the rules' and "rules are rules" are not legitimate arguments for having stupid rules.
Even if they had magic mind reading powers to know there are dumb rules they need to dig up, In atleast two of the instances the rules were posted by people who are locked.
