They aren't that rare to be honest. Pikachu is everywhere. Once you collect enough pikachu candies you can just evolve them into raichu whenever

Ok so I caught a Pokemon that's equivalent to 50 Pikachus which are uncommon.

Rarity is entirely regional. There aren't many of either Pikachu or Raichu around here.
