The truth is the terrible decisions start at the top, if there was indeed collective decisions all around as a collaborative effort, then the people up at the top need to be removed.
Also your comment about players turning into good GM's is up in the air.
There's only a handful of players who turned into executives/manager positions with success, like Bird, Russell, West, Ainge, and Dumars.

edit: also for the record, Horford is capable of producing FAR more than he has. It's just that BB didn't really seem to know how to use him...like at all. I guarantee you if he was back in Boston he'd be the same player again lol.

I can attest to this opinion, and I think majority of Celtic fans would agree to that; the thought process that he was going to get paid more than Boston seemed highly unlikely, because he was clearly showing his age/mileage. He was slow at times, and even looked gassed on B2B's. Nothing against Horford, I'd imagine he would still put up like 10-12/6/4 or something similar to what Theis's numbers are.
BUT I definitely agree BB didn't know how to use him, which is why I find it unlikely that he had some majority say in that signing.
If he truly did, then I have no idea how the fuck he lasted this long as a coach.
Anyways, the fact that people on the 76ers were already tuning him out says it all. Shame though, BB isn't a terrible coach, I do think he'll get another chance as a HC elsewhere.
