I doubt those can be combined to acquire a player of Beals pay rate. Theyd have to do all of those exceptions individually and trade all of those assets for Beal. And that's assuming the money works even after that.
What are the values of the exceptions?
Washington also has to be willing to play ball. They could become another Thunder (acquiring bad contracts for incentives) and that should get them into the rebuilding stage much quicker.
If all Philly has are some projected extremely late first rounders, scrubs on the bench, and some trade exceptions or guys acquired through the use of them then the Magechildren should look elsewhere for a deal.
