I posted that I wanted the fg BY (i.e., BEFORE) 4:18 my time or the bet wasn't confirmed. He sent it AFTER 4:18.
I didn't send it back right away because I left for work after posting at 4:16 my time and didn't come back until about 2:30AM when I sent the fg back.

Let me put it this way. If you got a doctors appointment. And they tell you be there by 4:00 P.M and if you get called up at exactly that time and you are 30 seconds late. You already missed your chance. By means right on 4:18

If you have to do something by a certain time, do you have to do it before that time or after that time?
Like, if you have to clock in to work by 5PM (aka 5:00:00) or else you're considered late and you clock in at 5:00:29, are you considered late?
