2 minutes later - He walks a guy and goes 3-1 on the next guy and Girardi runs out of the dugout and complains and they put the tarp on the field.

I think that is exactly it. He pitched a great game.
I think 7 innings is perfect for a starter. That leaves you 1 inning with a fresh reliever and the 9th with your closer.
SHOULD be a perfect scenario, even though it doesn't always work out that way.
