He clearly reached out to hit Forsythes leg, I don't agree with the rule but they enforced it properly

He slid his hand on the ground. The rule is you can't stick your hands up to interfere with the throw or slide off the base

You can see he intentionally hit Forsythes leg to disrupt the throw, so he interfered with the throw
