Shouldn't a balk have been called on the non-pitch since time wasn't granted by the ump?

The batter stepping out on his own doesn't automatically call a time out...

Im not really paying attention to the game, just have it on at the side. I thought it was ultimately called as a time out.

Mat Latos can come in soon? The Reds have a deep pitching staff. They can overcome the loss of Cueto.
