Yeah I agree Capps is 100x worse, I thought it was illegal when he was doing it versus the Sox immediately. How can you take a hop forward and then pitch.

MLB has stated there is no rule about disengaging the rubber was throwing a pitch, and as long as he stays more of a lateral plane than elevated he is fine. Aka jumping forward is fine, jumping up is not.
