You take a teams bonus pool money away which is what they practically did and give it to the other team; you're setting the Cardinals back an entire year of being able to draft international players. That's a pretty fair penalty and the Astros got the picks to offset it; the $ has to be given with the picks to actually be able to have a chance at signing those players since they're the ones who got their entire database with scouting information and such taken.
Not sure what you don't see fair about that?
