If there is legitimate concern..hell, even one shred of well-founded suspicion, then they should not be in.

But the fact that I say Jeff Bagwell should get in and you immediately talk about Roiders IS THE PROBLEM. Jeff Bagwell should NOT be associated with steroids in any fucking way. Whatever one thinks of Roids and HOF is irrelevant, whether you think they should all get in or none of them or only some of them. I don't care about that, because Jeff Bagwell was not a roider but was one of the best 1B's in MLB history.
