So my friend just bought a boat and he plans on putting it in the water tomorrow. However my other friend is saying he needs another permit to be able to put it in this early (something about needing to have a special permit b/c the buoys arent in the water and he needs a gps etc etc).
Is this true? Can anyone give me some info on this? I live in NY btw.
