The population one I looked at was how many athelets you sent, because there are only so many you can have compete per event, so a country might have more athletes than they can send.
Well it's not like a country can pick the number of athletes they can send.. it's about qualification etc. For example austria sent like 5 for ski jumping out of 50 while an other country had 20 but could only send 1. As long as the athletes are good enough there isnt really a limit to the number from one country that can compete in
most sports.
Edit: Of course i mean in Team sports, bob sled, ..it is limited
So i think this ratio still says a lot.
