after 100 rounds it broke-in
action is smooth now
reason why it hurt was cause the butt is jagged and hard so i put a rubber buttstock
all good now

#1 do NOT use wd-40.

go and get some decent gun oil. WD-40 has an alcohol base and will fuck up any existing gun oil.

#2 you asked how to make the action smoother, but you neglected to say what "This" is

There are a lot of lever guns out there, a picture of one of unknown make model and age on a bed next to some over priced but admittedly well marketed ammunition leaves quite a bit of room for speculation.
