Starting A Petition - Topic

I need some help with a petition I am writing. The petition is going to be for a seasonal skatepark to be open all year-round. I took the responsibility of writing it, and I have some ideas, but I have never written one of these before.
I already have 3000+ potential signers, as well as Reign Skateshop and Chris Cole... etc. What should I write in this petition? Any ideas, so on and so forth etc.
