set up port forwarding for D2 if u know how to do this - if ur friend has a modem he should be able to glitch a new IP unless his ISP is forcing static as others havestated - have him try to disconnect router only for 10+ secs and plug back in

check your firewall settings it might be blocking d2.. cuz i've had that and i thought they banned me for stuff...

If not sure on how to setup port forwarding on modem or router due to type this is a good suggestion to offer your friend.
