I want to get into some time traveling animes. Less on the Butterfly effect and more just exploring space and time similar to Doctor Who. Are there any out there, and are they dubbed??

that would fall more under the adventure genre
your space anime with time travel would most likely to correlate with mecha genre, and normally mecha genre is linear and revolves around one concept most likely drama based.
for exploration i would definately watch the kino no tabi series (exploration/drama)

for time distortion my personal favorite and probably one of the best anime i've ever enjoyed goes to
Soukou no strain (drama).

others relevant
Noein: Mou Hitori no Kimi e (time travel/action/shonen)
Mushishi (exploration)
Mahou Shoujo Madoka★Magica (time travel/drama)

steins gate is relevant as well but stupid as shet (time travel, comedy)

irrelevant to anime
Stargate series
The langoliers
