Spoilers Ahead From Chapter 120 Released Today - Read the chapter before continuing if you haven't, Don't blame me if you read ahead and have something spoiled for you My personal thought is Tsugumi.
Reasons:
She claimed she never met Raku when she was young. Yui said otherwise in the most recent chapter.
She played with them all during the promised time.
She did NOT get a key, which everyone else there did get a key.
Yui asked if he would be able to fall in love with the promised girl when he found out who it was. Tsugumi is the only one that Raku believes is not the girl he promised, which may be what Yui meant since he shows little interest towards her.
I believe the key and locket is based on their promise to meet each other, and the objects are to ensure they find each other, and every key can unlock the locket. The reason i believe Tsugumi did not get a key is because she had a special promise made with Raku in the past that they believed would link them together in the future.
What are your thoughts?
Ps: I added in Ruri and Haru just for those who still think it could be one of them. Neither of them seem to be in any way connected to 10 years ago. As Ruri was not invited to the meeting, and Kosaki would have remembered Haru going on the trip with her(or at least Haru would have), but it's all opinion based
