If Omura's or w/e his name is sister is the strongest
how come i've never even seen her use her IS the whole serious of Season 1 and onto season 2 episode 5

That's probably a question that will be answered in the future. My personal opinion is that she doesn't want to become obsessed with them again since the last time she used one she nearly lost her brother.(personal opinion, nothing else)
