May someone explain to me how anime is made?

are there ordinary people who just draw manga, and 2-3 years later some directors like the manga and just say
'' yeah lets turn this manga into an anime '' or something?

most of the time.

There are lots of different ways but the basic one would be:

A Mangaka: Writer and drawer of a manga
A Game Company: An entire group or even possible a single person, that produces/creates a Visual Novel, KN, LN
Anime Producer/Company: Takes the manga/VN and reproduces it through animation, sometimes creating an original of their own along with it (Example would be TLR Manga compared to TLR Season 1 Ending)

The company usually CHOOSES what they want to animate.

There's more in-depth how an anime is made, but this again, are the basics.

Edit: There is no Tsukihime Anime. Inb4 an anime gets shafted.

Some Animes aren't even based off a VN/Manga/Book.

True story.

Ya a mangaka comes up with a story and either he/she does the art or some other manga artist does it for him/her. Usually the mangaka himself/herself does the art alone with the story. Then an anime studios makes the animated show and scripts based on the manga. After that another company like Funimation has voice actors that do the voices for the characters to finish the anime episodes.

Spongebob is not quite a manga series but I guess that site shows some different type of manga for American cartoons.
