What does this mean in english? Don't understand a few kanji which throws me off

but it translates something really weird.

More or less, they're saying "Isn't it great?" in a laughing manner with the addition of the emoticon and 笑.

The second part will seem confusing because the first three characters translates into haleno (Hale will translate into hull which is why google translate isn't always right), the character of ル is either le or ru. The ru counterpart is usually used for naming purposes instead of using る.

Basically, what I think it translates into is;

Isn't it great? (laughing)

Lets laugh at the guy anna took today. There's also a photo of Haruno.
