True, but Naruto also isn't in Sage Mode or using his Fox... (At least if he is I didn't pick up on it...)
And, I'm pretty sure that Naruto doesn't want to kill the Raikage, where as the Raikage is willing to kill him...

Bee knows what the Raikage can handle, and will do that much to make him stfu...
