he does eventually.
fisher was always hiding though so maybe he couldnt find fisher.

This.

Aizen created Fisher. He was probably in Heuco Mundo hidding and sent him out to kill/scout/etc./etc.

And he didn't get to kill him cuz that or something like that. He also probably didn't know how to leave the Gigai so had to have Urahara work up some way for him to get out of it or something like that. Who knows when it comes to Bleach lol.

This. Or he was just mad at Aizen, not himself or some weak hollow for letting it all happen to begin with (If he ever finds/found out it was him).
