I'm going to say this:
Both of them are incredible strong and well known Ninjas
They are both Kages ( Jiraiya could have been one )
Raikage is a taijustu master, Jiraiya is an all rounder leaning towards ninjustsu

Raikage was part of the team to control the Hacibi, and he was the one who broke its horn so that speaks for itself
Jiraiya was so feared that Itachi AND Kisame chose not to engage Jiraiya because they would have lost + Pain said he would have lost if Jiraiya knew the 6 bodies secret
