Raleigh was talking to Law and Kid's crews. Raleigh apologizes to them saying, "oh you guys were just watching, sorry about that. You guys aren't amateurs either to have taken that".
Raleigh included them in the "enemy blast" but they were strong enough to not be effected by it.

Yes this is the same in the anime as well. You can control who you use the king's haki on, but Rayleigh used it on the straw hats. Keimi was an obvious slave and thus Rayleigh didn't use it on her.
Another instance of this subject would be Luffy vs. Amazon Lily. He knocks only the warriors out with his haki, the regular inhabitants are unharmed.
Raleigh saw that straw hat was with Hacchi so they weren't included in the blast.
