Air - ? i'm not sure. it's Key, and technically romance but.. not like, romance romance. i suppose it's about as romancey as angel beats was.
kanon 2006 (kinda fairy tale, key, etc)
bungaku shoujo (movie)
ef - tale of w/e. there's a few of em. can only vouch for the 1st.
Honey & clover (2 seasons + some extras) - mixed romantic comedy. both happy and sad.
gankutsuou - arguable. not really like your examples. but good series. based on the count of monte cristo.
hanasaku iroha - also arguable. somewhat a coming of age story, but with romantic sub-plots. the main focus isn't romance.
